Because the 3.7 Million (perhaps more) is a stiff tag price for a botched, amateur, premature (which is not even consulted, mandated or required) project launch.

The poster of 1st Dagupan Children's Congress and Fair
The first-ever Dagupan Children's Congress and Fair was held at the CSI Stadia last November 16 and 17, 2010. An estimated 14,000 school children from both public and private elementary and high schools attended the two-day event. The first day started commenced with a half-day tri-sectoral seminar where teachers, student leaders and parents were convened to teach them basic children's rights and discuss issues and concerns about children's rights. The event was sponsored by the Sangguniang Panlungsod headed by Vice-Mayor Belen Fernandez and Councilor Dada Reyna and the Department of Education-Dagupan City Schools Division.

The fun-filled fair ensued after the seminar. Dagupan's children were treated with different activities like free dental check-up, taekwondo and basketball clinics, art camp, hands on make-over and hairstyling. Product samples and freebies from sponsors were distributed to the participants.
